In 1948, the British / Afrikaner National Party instituted a policy of apartheid – which favoured the White minority at the expense of the Black majority. Opposition was led by the African National Congress (ANC) and eventually a peaceful transition to majority rule was negotiated. The ANC-led government was elected in 1994 but South Africa has since struggled to address imbalances in wealth, housing, education, and health care. Numerous corruption scandals have damaged trust and many challenges persist.
